I am new I just purchased Photoshop Elements 12 and is says I get a free starter kit. How do I find it?

PSE12 is now quite old (current version 15) and not surprisingly things change. If I remember correctly it was a link to a third party site (not Adobe) Photoshop Elements User which provided techniques articles and video tutorials. It has now closed.
