Nik Viveza suddenly not available in PSE 2023; message "This functionality not currently available"

I have used Nik Collection 5 as a plug-in with PSE 2023 for almost a year, with no issues, Specifically, I have used Viveza 3 and Color Efex Pro 5 almost daily.  A couple days ago, suddenly, Viveza was no longer an option in my Filter/Nik Collection drop down menu.  When I checked the Nik Palette (Selective Tool), Viveza 3 was listed, but when I clicked on it, I received a pop-up window message from Adobe Photoshop Elements "This functionality is not currently available."  

 
I uninstalled Nik and then uninstalled PSE, then downloaded and reinstalled both, and the same problem persisted. All other Nik options work, but Viveza does not. 
 
Interestingly, I also have DxO Photo Lab, with Nik Collection as a plug in and Viveza is not only present but works perfectly. This seems to indicate that the problem is not with the Nik Collection but possibly with PSE?
 
A person -- APiperni -- posted a question on the Adobe PSE Discussion page on October 29, 2023 with essentially the same problem, but no one but me has responded to him.
 
I have contacted Dx0/Nik and Adobe but have not received any responses.
 
Any help with this problem would be greatly appreciated as I currently cannot edit photos with my normal workflow.

I don't know that any user on this forum will be able to help you.  If you open the Help>Sys Info. . . dialog and scroll down to the bottom, does it show whether the plug-in has failed to load?

I am using the free Nik Collection plug-in and it appears to be working just fine.
