I own 2021 version of PS Elements (and many older versions too)
When I downloaded Monterey on my iMac... I could only open Elements once without rebooting.
I read some forum fixes and tried them.... none of them worked.
I couldn't even find a way to get in touch with Adobe for help.... but someone wrote me on this forum with an email address for help from Adobe.
Here's what I got for my trouble!
First they wrote and said: "PSE 2021 will not work with Mac OS Monterey So we provide you the PSE 2022 license in order to use with Latest OS"
I thought, GREAT now I can use the program!!! BUT then when I asked how do I get the lic? they wrote: PSE 2022 will cost you but you will be getting the discount because you already have our older version of the software.
WHAT?? I am forced to upgrade to 2022 just so I can use my 2021 program? Where is the support here??? come on Adobe the program is from 2021 not 1991... this is VERY sad customer service.
FOLLOW UP TO PREVIOUS COMMENT.... So I asked for my case to be escalated and I am VERY happy to report that I was able to work out a solution with Adobe and in the end I am very happy now. I happen to love Elements because it's the perfect software for my needs and now I can once again use the program.... THANK YOU ADOBE for stepping up and making a customer very happy. Cheers

If the "someone" sent you a private message with an email address that was from a domain other than @Adobe.com, they are a scammer. And if you are a satisfied customer because the scammer offered you a low price to purchase a new version of the program, it was not a legitimate purchase from Adobe.
Of course, if this is not what happened, feel free to give Adobe all the praise you want.
