Please confirm if you are getting this error while installing the application or while uninstalling it ?

Like you said "Not able to uninstall Adobe Elements CC" , so can you please confirm whether you are able to launch the application fine or not?

There is no "Adobe Elements CC" software.

Elements is not included in the "CC" (Creative Cloud subscription).

How are you installing your Elements 15 software, from an Adobe download or from a DVD box?
