Open and edit Google Photos?

Is it possible to open in PSE photos stored in Google Photos ,edit them and then save them back to Google Photos?  If so how is this done?

1. Open a new folder on your desktop
2. Sign in to Google Photos and open a picture.
3. Right click on the photo and in the menu click on "save image as."  Save it in the folder from step #1.
4. Open PSE and access the photo for enhancement.
