Open photo with Photoshop Elements - PE starts but does not open file

PE 13, Windows 7

In Windows Explorer, when I right-click on a photo and select Open With > PE 13, and if PE 13 is not already running...

PE13 starts, but does not open the photo.

If I then go back to WE and do the same again, the photo does open in PE.

Any ideas?

It sounds like a Windows Registry problem.

Uninstall and use the Adobe Cleaner Tool (Yes, it works with Photoshop Elements):

Use the Creative Cloud Cleaner Tool to solve installation problems

Then reinstall from:

Download Photoshop Elements | 15, 14, 13, 12, 11, 10

Which option do I choose?

And is this going to mess up other Adobe programs I have on my PC (like Acrobat)?
