Die vorhandene organizer 2018 Katalog Struktur (dezeit noch ohne Bilddateien) soll verdoppelt werden und mit geändertem Namen als zusätzlicher Katalog auf demselben Komputer installiert werden. Entspricht dies der Funktion Sichern und Wiederherstellen jedoch ohne Bilddateien und funktioniert das problemlos?

es gibt in meinem PSE 2018 einen 'MasterKatalog' mit Stichwort Tags und
Unterkategorien ich nenne ihn hier 'Master
Die Struktur ist umfangreich, mit vielen Kategorien und Unterkategorien, ca
800kB
es wurden jedoch noch keine Bilddateien in den Master importiert, das wird
auch so bleiben
von diesem 'Master' sollen nun mehrere identische 'ArbeitsKataloge'
auf demselben PC erstellt werden erstellt werden
die jedoch unterschiedliche Katalog Namen besitzen
z.B. 'Europa'; 'Amerika'; 'Asien' etc.
Es darf keine Probleme bei 'Europa'; 'Amerika'; 'Asien' aufgrund
derselben Herkunft und derselben Struktur geben
Welches ist das sichere Verfahren diese Katalog Kopien zu ziehen

I think I understand what you want to do.
You want to manage different catalogs for different main categories (continents for instance) and you want have the same tags and tag structure (hierarchy) in each catalog.
My answer is twofold:
1 - It's considered a very bad choice to manage different catalogs instead of a single one, except if each catalog content is totally different from the others. In your cases, the photo files will be different, but the tags hierarchy (and probably the albums hierarchy) will be shared.
I don't see any advantage in splitting your catalogs. It's enough to have a single keyword to distinguish your different categories or to create an album for each of your continents tags.
2 - What the organizer offers to mange a tags hierarchy (the structure without any photo files linked) is to save the tags structure as a text file. Same for the albums structure. This is done from the small dropdown menu in the title bar of the tags. You can save the structure as a text file or restore the structure from that text file in another catalog. That is not necessary in your case, but you can start a new empty catalog and assign the same tags structure before importing a single file in the catalog.
Note that you can duplicate your catalogs (active or empty) easily.
Locate the folder of your current catalog, menu Help >> System information.
Copy the folder with another name elsewhere on your drive with your explorer or finder.

Thanks for your suggestions. Certainly, I would like to manage all imported
date with one organizer catalog only. However, I was reading at Adobe it
might be better to use several catalogs to avoid them to become too large.
Right now my catalog will have about1 TB growing up to 2.5 TB on an
external 4TB HDD. I would not care about a little bit longer loading time
when using one catalog only.
What is your suggestion this?

That's totally unfounded. Adobe quotes the ability to have several catalogs when those don't share anything (personal vs professional for instance). There are many risks and drawbacks to managing several catalogs sharing photos.
The general consensus is that a single catalog is as efficient as several ones in terms of speed. That's also true for Lightroom.
I think there may be issues only with face recognition, especially on relatively older versions (I don't use face recognition).

Here the situation
The external HDD contains:
The new empty MasterCatalog as discussed
Many photos not imported to any OldCatalog previously
Some photos already imported to several OldCatalogs with different
tag hierarchy
The OldCatalogs in different PSE Versions are on different HDDs
Now the idea is to convert all OldCatalogs into PSE2018 version and
To merge all photos together on the new HDD that contains the
MasterCatalog
After that to organize all photos in the MasterCatalog

Two important factors:
1 - if you can access your various catalogs from their PSE version, be sure to "write metadat to files".
2 - When importing from various sources, the organizer filters out duplicates (same date_taken and size in kB).
When you import from all those locations, you retrieve the tagging and rating. If the empty new master catalog has the tags hierarchy (copied from the text files), those tags are recognized or new tags are created in an 'imported keywords' category. That requires some work to move those 'imported tags' to the correct level of your own hierarchy.
If you import from different external drives, be sure they are assigned different drive letters to avoid any confusion.
Now, your catalog can reference all your media files, but to manage your library in a single drive, you should use the backup and restore process.
