PSE 2022
For the last week, whenever I use dodge & burn or go to softly blue the background, I am experiencing a delay/drag/lagging behind of my paintbrush. Sometimes 15 seconds or more.
Has anyone else experienced this?

Sorry to hear that you see a lag issue while using paintbrushes in Photoshop Elements. We're here to help.
Since when are you seeing this issue? What is the approx size of the file? Could you tell us your operating system version? What is your system specification?
Is there any background application that runs with Adobe Photoshop Elements?
Go to Image>Mode and be sure that RGB color is checked. If that does not fix it, reset the brush tool. On the tool's options bar, lower right, look for a box with lines. Click to reset.
If that does not fix it, reset preferences to default. Go to Edit>Preferences>General and reset on the next launch.

Silly question time: are you using a wireless mouse? Sometimes such behavior I've seen when the baterries in my wireless mouse even lose .2 volts (I measure all my batteries with a digital multimeter). I also get the same sort of lag when the batteries weaken on my keyboard.
