Do you mean the Healing tool or the Spot Healing tool? You should be in Expert mode, the shortcut is Ctrl J.

We don't have a patch tool in Elements 15. But we have a few retouching tools like spot healing, healing brush in expert mode.Please go through the following link if any of the tools are of use to you.
