Uninstalling the program from your old computer may not have signed you out from it and that is why you are getting the error message.  This is a user to user forum.  Your only option is to contact Adobe Elements support.  Tell them that all you want to do is reset your license.  You can start a chat session by clicking on the blue Contact Us button under the Help & Support menu at Adobe.com. Or you can contact Support by telephone using the numbers listed here: https://helpx.adobe.com/contact/phone.html.  Unfortunately, hours of operation are limited in Europe.
