PE 2024 EDITOR Wont open

Have been using PE 2024 for months. Today Editor won't open. ERROR : APP linked to Ipp Libraries.  Ver 2021.6  No DLL from list found.  ippcve9.dll (most suitable) Its been fine. What happened overnight and how to fix it?

I chatted with their support and they advised to follow the below steps, which worked for me.

 

Open >Properties for PE 2024 and change Compatibility mode to Windows 7

Then de-install and download this file:

https://download.adobe.com/pub/adobe/pse/24_0/PhotoshopElements_2024_LS30_win64_ESD.zip

Extract and install

Once installed, open Photoshop Elements and go to Photo Editor > Edit > Preferences > General > Application Updates. Then disable the automatic updates and enable the Remind me later option.

On this page, I don't really see where i can get a personalized help. (?)

However, i did find a page where you i can re-download PSE 2024.
But on this page, you can only download an installer and not the full version of PSE 2024.

In fact, the installer will download the latest version of PSE 2024 (and therefore the one affected by the bug we're concerned about).

To my great surprise, I find that this page states that:

 

"Elements 2024 will only support macOS 12 and 13 (13.4

@AnnieBleu15 thanks for confirming that the Elements 2024.3 update is now working for you.  I have also confirmed that my Windows machine has been updated.  To determine what version you have, go to Help>About Photoshop Elements.  The new update will show the following splash screen:

Witam i ja też miałem ten problem. Program parę  miesięcy temu  Elemęt 2024  działał,a tu nagle klapa. Tu na forum podany został  gdzieś link z tym programem przed aktualizacją która  go zawiesza. Poszukajcie bo gdzieś on ten link jest. Po instalacji wszystko działa ale trzeba po instalacji jak najszybciej wyłączyć automatyczną aktualizację bo po restaracie sytuacja na nowo. Wystarczy tylko  bez odinstalowywania tak jest u mnie na razie zainstalować ten program przed uleprzeniem wyłaczyć szybko aktualizacje i powinno chyba działać, bo szkoda  by było wielu nakładów pracy stracić przez jedną aktualizację. Tu tylko problem jeden bo program nie będzie dostawał udogodnień jak poprawek bo po czymś takim wszystko szlak trafia. I prawdę powiedziawszy powinni zdjąć tą ulepszoną wersję z poprawkami które blokują uruchomienie z miejsca gdzie się pobiera program po jego zakupie.Do czasu gdy go nie naprawią nie powinni tam mieć tej złej wersji tylko tą sprzed aktualizacji i dopiero jak  zrobią naprawią  włączyć  ją do pobierania. Program bardzo dobry i na moją kieszeń jak na moje potrzeby. Dobrze by było gdyby to zrobili.

Hello Priyanshi Handa. Thanks for this post that clarifies why PSE 2024 in case of upgrading to version2024.2. It goes into crash, if PC is not compatible with SSE 4.1  or late requirement. I disabled automatic updates so as not to run into the error.  For my PC Asus ProArtStudio H7604JI, Intel i9, 13980 HCX, WIN 11 PRO, I did the checks you indicated and this is the result as the screen shot that I attach

ScreenShot 1. Here I show the result of Element Organizer dialog: help>system> ....It seems to be compatible up to SSE2.

ScreeShot 2. I also ran the scan with Intel identification utility which shows compatibility up to SSE4.

What are the conclusions? Can I enable automatic updates? It is better to wait for the problem to be resolved. I refuse to think that this powerful PC can't work properly with Photoshop Elements 2024.

Thanks for the info.

Using the Help menu it reads: 

System architecture: Intel CPU Family:6, Model:12, Stepping:0 with MMX, SSE Integer, SSE FP, SSE2, SSE3, SSE4.1, SSE4.2

The specs from Intel for the processor reads:

Instruction Set Extensions Intel® SSE4.2

I'd appreciate you providing details for the next steps from here.

Hi Handa. I consulted Adobe Italy support. It tells me that the SEE 4.1 processor compatibility, in relation to the PSE 24 processor, is related only to AMD processors. The sentence in the characteristics for the purchase of PSE 2024 is the following: "6th generation Intel processor or later or equivalent AMD with SSe4.1 support"

It also assures me that the 13th generation processor like mine: i9 Intel 13980 HX is compatible with PSE 2024. The automatic update option is not recommended for the moment.

Hello, 
Rather that downgrade and wait for Adobe to come up with a fix, I found it more sensible to do the following:
1) Install IPP from the Intel website : https://www.intel.com/content/www/us/en/developer/articles/tool/oneapi-standalone-components.html#ip... 
2) When done locate the associated dll folder 
C:\Program Files (x86)\Intel\oneAPI\ipp\2021.11\bin
(on my laptop, may differ on yours)
3) Copy all dll from this folder to the folder where PSE Editor is located
C:\Program Files\Adobe\Photoshop Elements 2024
(on my laptop, may differ on yours).

Problem solved, in less that 10min.

Hello, Priyanshi Handa. The article you reference cannot be the explanation for why the PE2024 update prevents users from accessing the PE2024 editor module. Like other users, upon checking my system info, I see that my CPU supports SSE4.1 and SSE4.2. However, after updating to the latest PE2024 version after my initial installation earlier this year, I, too, was unable to open the Photo Editor. If my initial installation of PE2024 (ver 24.0) worked fine, it's obviously a flawed update version (24.2?) that caused PE not to work. I was able to roll back my PE version to 24.0 and decline the repeated program prompts to update (per a recommended solution posted elsewhere on this thread), but this is not an acceptable long-term solution. Adobe needs to identify and FIX what changed between the intitial 24.0 verstion and the update that disrupted so many users' access to the updated PE version they purchased. This error has been allowed to continue for much too long. Adobe markets PE as a user-friendly (i.e., non-professional) version of Photoshop, and many people who purchase PE do so because they want an easy-to-use program for their photo editing. Requiring users now to carefully find and fiddle with program settings and download IPP files from Intel is truly antethetical to what a user-friendly program must be.

For over a month, I have been using my PE2021 version since PE2024 became inoperatable.  I am not willing, nor savy enough, to incorporate all the work-arounds that have been listed on this site. It is time for a easily uploaded legitimate fix or for a refund on PE2024.

Yes please, help please. 

I tried the automated support and found it sent me in circles.  I sent an email to adobe support along with my info and registration ID, got one response asking for my registration ID, re-sent it, and never heard back.  That was several weeks ago.  I sent another email but never heard back.  I'm also not confident that I can sort through these instructions without introducing other issues (e.g. I'm confused by the 'deinstall' instruction for the download, does that mean deinstall photoshop first and how do I do that?). 

I only recently updated from PE 12 and have now been waiting for the fix longer than I've had the program.  I'm at a loss as to what to do as I have some small 'projects' severely backing up, so am getting increasingly frustrated.

Dear Priyanshi Handa,

On November 27, 2023, I opened up my Photoshop Elements 2021 and received an offer from Adobe to upgrade my Photoshop Elements 2021 to 2024. I upgraded! I'm a surface pattern designer who has used Adobe Photoshop Elements almost daily for over 12 years.
On April 6, 2024, I clicked on my Adobe Photoshop Elements icon and to my dismay, I received an error at loading of ippCV library. It said that my application is dynamically linked with Intel(R) IPP libraries version 2021.6 (r)xbffe3C5b). Then it asks for me to provide a path to one of 4 ippcvm listed.
I'm a surface designer, not a computer expert. I have read the suggestions in the Adobe community forum and promptly fall down rabbit holes in attempting to do the fix myself. I should not have to. I have googled all the different terms listed in that error notice. If in November through April, my Photoshop Elements 2024 was working, it should be working for me today.  This software should be user friendly.   I hope a patch will be available soon.  Thank you.

Update (for those still waiting): 

Still no word from Adobe so, giving up hope of a release automatically fixing it, I followed the instructions (as echoed in amberb10534435's May 29 post) to the letter, i.e.: I determined:

  - 'de-install' and 'uninstall' are the same thing,

  - the de-install instruction could only be in reference to Photoshop Elements 2024 itself,

  - changing compatibility mode before a deinstall seems pointless but can't hurt, and

  - though I don't know what I'm doing, I can't make it any worse.

Due to lack of experience and issues with my computer, it took me perhaps 8 hours across 3 days to complete the first install in March (hence my hesitancy), but I'm happy to report that this wasn't too bad, took me less than 2 hours and all now seems to be working fine (though I'm apt to permanently leave the option for future updates permanently disabled). 

I'm again a 'happy editor'  ... thank you to all who posted!

I followed this user's steps exactly and now it is up and running again for the time being. I sure hope Adobe addresses this!

Post I am referring to:

Open >Properties for PE 2024 and change Compatibility mode to Windows 7

Then de-install and download this file:

Extract and install

I had exactly the same problem.

I have spoke to support today. There is a corrupt file in one of the releases of Elements 2024.

The chap there took control of my PC with my permission and replaced the damaged file. The elements photo editor now works perfectly.

I recommend anyone with the same issue emails support. They may guide you through the process, or if you are happy, let them take control of your PC remotely and they will replace the damaged file.

I'm not sure if this has been corrected in later releases of the elements software (I only purchased mine in March this year).

@LB37380, what do you mean when you say you don't have the activation code for that download?  Are you unable to download the software from the link provided by @Harry36641672it5z ?  I just tried it and no activation code was required.  If you are a registered user of Elements 2024 and have been able to successfully install the prior version of Elements 2024, from the link, then you are probably being asked to enter your registered serial number.  If this is not the problem, show us any error message you are receiving BUT don't include any of your personal information.

I had the same issue. I couldnt even get into photo editor to go to the help screen to sign out! The answer is that there is a corrupt file in the software. You need to call Adobe and if possible allow them to take control of your account remotely and they will replace the damaged file. That is what I did and it works fine now. I have no idea why they can't just release a patch!! I hope this helps.

@Mark38072693gxjl, if and when a curative update is released, I will make sure that the information is posted in this and other discussions involving this problem.  A week or two ago, Adobe posted an update for Mac machines that affected a large number of users.  I have asked Adobe to confirm whether or not there will be an update for Windows to resolve this issue.  I will keep users informed as best I can.  Unless you turned forum notifications off, you should receive any new posts in this thread automatically.

The Photoshop Elements update page indicates that an update has now been released for Windows users.  I have just checked my installation and I haven't received it, even though I have automatic updates turned on.  There may be some typographical errors in the update page, or possibly the Help>About Photoshop Elements splash screen has not been modified (unlikely).

 

For those of you who have experienced the  ippCV Library error, can you please check to see if your machine has been updated (or if there is an update available if you have automatic updates turned off).

 

And for those of you who have received the new 2024.3 update, can you please confirm whether or not it works on your machine.

My Photoshop Elements 2024 has been updated.  It opened this morning and is working and is no longer showing that there is an ippCV Library error.  I am in shock.  My computer is a HP desktop. I'm back in business.
