Pen tool?

Everytime I use the pen tool in the layer mask and then hit ctrl+enter to select the area I was working in it glitches and selects everything, but the selected spot. I thought it was only my computer, but after using the paint brush to fill in blemishes in the layer mask it glitched when trying to use the pen tool and selected everything, but the area I surrounded. What should I do?

??? The pen tool is only available in the full Photoshop, not in Elements.
