Because you failed to convert your Elements 2021 catalog when you were given that option upon first launch of the catalog???? And you then imported your files into a new catalog??
If my guess is the case, go to File>Manage Catalogs and click the Convert button. This will bring up a dialog that should list your old catalog (if it is in the default location). Select the catalog and click the Convert button to proceed.
If my guess is wrong, we need more details about your situation.
