Photo doesn't Display in Organizer

I have about 8 photos (out of 10K) that do not display when imported from a file (scanned image). I can open it in the Photo Editor and see the photo but it doesn't display in Organizer (I can see the metadata). Why is this happening and how do I correct this? Elements Organizer 14.

Can you please specify what happens to the photo in Elements Organizer? A screenshot can be helpful.

Also mention your OS details.

I have Windows 10 Home (64-bit), Version 1709, OS build 16299.309.

The photo displays fine in Windows Explorer.

Here is screenshot so you can see what it looks like. I attached one of the troublesome photos to see if that helps.
