photo elements 15 : error 16

When I will start Adobe Photoshop Elements 15 it often doesn't open and gives the error 16. The only way to restore error is to install the program again. This error 16 has repeated for the third time now in two weeks. When I online downloaded this program on our Mac OS X 10.11.6 , I also made the available update.

Is there a troubleshooting available ??
