Photoshop crashing on open

When trying to open Photoshop Elements 11 I've been getting this error:

Any thoughts on what I can do to fix this? I've already tried a re-install and clearing the cache and preferences. Thank you!

On which OS, you are working on ?

Have you installed any new antivirus or Third party software in recent time.

Nothing new has been installed recently. No antivirus program is installed. Running on Server 2008R2 RDS server.
