Photoshop Elelemts 13 lässt sich nicht mehr registieren

Immer wenn ich mein Gerät registrieren will durchlaufe ich die Registirerung von meiner alten PS.E 13 Version; Es ist kein Gerät mehr als "registriert" eingerichtet!

Es endet immer mit 

Wenn ich nun wieder das Programm öffne beginnt es wieder von vorne:

You cannot register a program twice.  If you are not seeing your Elements 13 as a registered product, you are not looking in the right place.  There are two web pages where products are listed.  The first (https://account.adobe.com/) only lists the more recent versions in your account.  However, if you go to the Products page of your account (https://account.adobe.com/products), all of your registered products should be listed.

Nope its not registered anymore; i registered years ago and it doesnt appear there:
