PSE 10 won't run on Catalina.  You need PSE 2020.

Photoshop elements 10 is an 32 bit application and unfortunatly Apple removed the ability of macOS Catalina run 32 bit applications, so that's why you'll need to get photoshop elements 2020 to use on macOS Catalina.
