When I go to open the Effects there is nothing. Then when I go to load the Effects there's nothing there as well. Any idea how to fix this?

The ProgramData files are hidden by default.

Most likely the content database needs to be reset.
Go to
C:\ProgramData\Adobe\Photoshop Elements\12.0
and delete the
ThumbDatabase.db3
then go to
C:\ProgramData\Adobe\Photoshop Elements\12.0\Locale\en_US
and delete the
MediaDatabase.db3
Start the pse 12 editor and wait for the content/effects database to rebuild, which can take about 5 to 10 minutes.

danke für das Hilfe-Angebot. Deine Anleitung war exakt; ich habe sie angewendet. Das war einfach mit Deiner guten Anleitung.
Ergebnis: Mein Fehler ist nicht beseitigt; es werden beim “Teilen” von Fotos (im PSE-Organizer) die eMails an den Empfänger übermittelt mit “Anhang”, aber der “Anhang” ist eine leere Datei (Null Bytes).

Thanks for the offer of help. Your instructions were exactly; I've applied it. This was easy with your good guidance.
Result: My error is not eliminated; delivered at the "parts" of photos (in the PSE Organizer) with "Annex" eMails to the recipient, but the 'Annex' is an empty file (zero bytes).
Please help and thank you for it!

I could not find either of those in my Adobe files. I even did a search, and nothing.
