Photoshop Elements 12 Organizer - Restore Catalog when you can't access Organizer

I am using Photoshop Elements 12.  Recently it said the catalog could not be opened because in use by another process.  So I tried holding down Shift when opening the organizer to get to the catalog manager.  I tried optimizing, no luck.  I tried repairing, no luck.  So it looks like I am back to doing restore from a back up.  Here is my issue.  I can't even get into the organizer to get to File  - Restore because I can't get past the organizer trying to load the "I guess corrupt" catalog.  In catalog manger there is an option for "New".  If I choose this option is it going to let me restore from a back up?  Or am I at the point of having to uninstall and reinstall everything?

If you choose to uninstall and reinstall the PSE, your Catalog (if it is not damaged) should not be affected. Also, in doing this, you should be able to access the Restore command. If PSE discovers your current Catalog is corrupted, it should just give you the option to start a new one. Again you should be able to access the Restore command to restore your Catalog from the backup you made.
