Photoshop elements 12 starts but gets stuck

I'm trying to start photoshop elements 12  (it's been a while), and the programn gets stuck on a white page with after only on a drag down menu and does not get unstuck, hope you guys can help

Is it Elements Organizer getting stuck or Editor?
