Photoshop Elements 12 will not Start

After starting the computer I can start PSE12 one time. Once I close the program it will not restart unless I first restart the computer. I have uninstalled the program and other Adobe apps and reinstalled. However the problems still exists. I would like to correct this issue as it is more than just a simple annoyance. Thanks

Instead of restarting the computer:

Open Task Manager.

Under the Applications tab, right click on Photoshop Elements and select Go To Process.

Click End Process.

You should be able to open Photoshop Elements again.
