Photoshop Elements 13 on Mac Catalina stopped working

I have Photoshop Elements 13  downloaded on my Mac  Have used it just fine untils today. All of a sudden it won't launch.  I click on the icon and it bounces a coupleof times and then just stops.   Tried starting it from Applications too.  Nothinkg.  

I have a Mac - Catalina 10.15.7    Catalina doesn't like old apps but I went to Catalina months ago and Photoshop has been working ok until today.
