You can export each layer individually by showing it only in the layer panel, then using the menu File >> duplicate to create a new file.

If you want to export all layers in a single batch, I would recommend using the affordable Elements+ add-on:

Elements+ only supports Windows. It's not for Mac....

Thanks, much. Not sure why this question is "not answered" since Elements+ includes (among too many things to enumerate) a script for exporting layers as single files. Worked like a gem. The developer has created a version for every Photoshop Elements version on Windows and Mac. Also, I emailed the developer a question and he replied that day.

In this forum, only the original poster or moderators can mark an answer as 'correct'. The general practice is that moderators only do that when the original poster has acknowledged the answer as correct in his posts, but has not ticked the right button.

I do like Elements+ very much. Outstanding for the price and the support.
