Camera Raw v9.10 wasn't available in PSE 14, Tony.  Going forward, you might check out a 30 day free trial of Photoshop Elements 2020 or download and use Adobe DNG for free.

For the record, Elements 14 cannot be updated beyond Camera Raw 9.5

https://helpx.adobe.com/au/camera-raw/kb/camera-raw-compatible-applications.html

9.10 (nine point ten) is only compatible with Elements 15 and later.

So, as Phinny says, your options are:

  • To pay to upgrade to Elements 2020 or
  • Stay with Elements 14 and use the free Adobe DNG converter. You then open the converted DNG files (not the Raw files) in Elements 14.
