I have just purchased and downloaded Photoshop Elements 15 and Premiere Elements 15. Before purchasing these products, I spoke with someone at the Adobe Store via telephone because I was concerned about these products requiring a 64 bit system. I have Windows 10 32 bit “64 bit ready”. The person assured me that I would be able to run Elements 15. The short story is – I can not !! When I try to open the downloaded “PSE15” my PC “freezes”. As a test, I tried to open Elements 12 (which is 32 bit and still in my Downloads folder) - it opened immediately. I also tried to open Photoshop and then Premiere, with the same results. My reason for buying “15” was that recent updates of Windows 10 makes my Photoshop /Organizer 12 unusable.
What help can you give me with this? If I can not use "15" because my operating system is 32 bit x64-based processor then what can I do to change my PSE 12 in order to make it work with Windows 10 now and in the future? Also, if "15" is not operable on my system (as the sales person had assured me it would) how can I have my money refunded?

What does "64 bit ready" mean?
You must have a 64-bits version of Windows running on a 64-bits computer.
Photoshop Elements system requirements
As you can see from that official warning, Elements 14 installation will install a 32-bits Elements version if your hardware is 32-bits, a 64-bits one if you have both a running (not 'ready') 64 bits version on a really 64-bits hardware.
The above warning tells you that you must have a 64-bits version of Windows, which necessarily implies you have also a 64-bits hardware. Obviously, the system requirements are not met in your case.
Should Adobe have stated the obvious requirement that you must have a 64-bits hardware for PSE15? The salesman you have spoken too may have led to think that you could upgrade your 64-bits ready system, I don't know; your only sensible solution is to ask for a refund.

My Photoshop 12 organizer works well on my Windows 10 Creator system. There are several potential problems, but if you describe your problem with more details, you may get useful help in this forum.

My PC is 32 bit operating system-x64 based processor. My Windows is 10 PRO. I can not tell you more than what is attached.

The problem I started having with Photoshop Elements 12 and Organiser 12 immediately after an upgrade by Microsoft of my Windows 10 operating system is that the drop down menus were blank (see attachment)

That's a known issue following a recent update of Windows 10 Creator. I did not suffer from that issue on my Organizer 12, but there are many posts about possible workarounds:

It's possible that a future update of Windows may solve the problem... The workarounds are explained in the most recent posts.
