Photoshop Elements 15 No Activated Devices, still won't let me use it

I purchased and registered a copy of Photoshop Elements 15.  I have entered the serial number from my Adobe account.  When I try to use the software it give me the below error.  

But when I check my activated devices, I have NONE.

How can I resolve this?  Please help.

Here is the bad news:  You can probably forget about ever using your version ever again.  Adone can no longer reset activations.

Activated devices only  applies to things you subscribe to:  Photoshop (PSE's big brother) for example.   Your second image shows you do not subcribe to anything.  Activated devices have nothing to do with pse.

You need to start the editor on a device you have it installed on and the log out of it.

IF YOU CAN'T DO THAT FOR WHATEVER REASON:  Then you are pretty much out of luck, and options, for ever using PSE ever again.
