photoshop elements 15 - this type of file is not supported, or the required codec is not installed

I've uninstalled itunes to see if it was inteferring but I can't get edited files open and continue to get this message:

This type of file is not supported, or the required codec is not installed.

Using Windows 10, HP Omen purchased in summer of 2017.

The file was on an external drive and I moved it to the internal drive and it still would not open.

This is happening with all of my files so I can't get back and edit them.

The support on this site seems to be very old.

Update: I just uninstalled and reinstalled the program and still can't get in.

Please respond to my following queries:

1. Were these files playing fine, before you uninstalled iTunes?

2. Request you to please mention the format of the files you're getting this error with.

3. Do you have Premiere Elements installed on your system?
