Photoshop Elements 18 giving error message about metadata library

I went to use File Info on a photo tonight and am being blocked. 

The error message is 

"Could not complete the File Info command because the Metadata library could not be loaded."

I get the same message on every photo when I try to access the File Info.

I have not done anything new or loaded any new software lately. 

Any thoughts on how to fix this?

 

I'm using Adobe Photoshop Elements 2018 on Windows 10 Home version 2004 on a Dell PC.

I've tried resetting the preferences and uninstalling and reinstalling the software. Same error message.

Another user found they needed to download and install the Visual C++ Redistributable for Visual Studio 2012 Update 4:

I would like to bring up that topic again since I have the same problem with PSE 18 as "lynnmellw". None of the solutions being proposed in former threads (including the one above) did work with me. It looks to me as if a dll to the metadata library has been lost. Reinstalling PSE 18 didn´t work, visual C++ downloads neither. If one tests a new PSE like PSE 22 everything is fine, but it costs extra money which would not be necessary to spend since PSE 18 works well otherwise. 

Has anyone a new idea, proposal ? Thanks Bernd (from Bremen, Germany)
