I am unable to successfully download Photoshop Elements 19 purchased today to a Mac Computer

Which browser? Which operating system?

I get a message that Safari does not recognize the photoshop elements 19 download as a valid download file. about 24 hours earlier I had upgraded our Mac to the new Mojave OS. Is there any way to get a DVD from Adobe instead of downloading the program?

I'm not aware of a DVD being available.

Can you try downloading the installation files on a different computer to a flash drive?  You can them use the flash drive to install on the other computer.

Instead of using the new installer, you can download the complete installation files here I believe the boxed versions will also have the full installation files on disc.
