What, exactly, happens when you try to open it?

I have Photoshop/Premiere Elements 14. I don't use them often, but they have been used and worked in the past. They were registered 2017. When I double click on either icon (Photoshop/Premiere) from my desktop it launches the welcome screen and gives me an option of Photo Editor, Organizer or Video Editor at the bottom. If I click on the icon to launch Photoshop from the welcome screen, it appears to be launching (brings up the Photoshop tile that runs through its start up and the icon has a blue line running below it), but it never actually launches the editor. I NEED this to launch! I have uninstalled and reinstalled the program 3-4 times already. Checked for viruses, updates, etc. I'm on a deadline and not understanding why this program worked before and not now. What am I missing?

Which operating system do you have?
And when was the last time your OS sent you an update?
Windows 1903 has some know issues. Rolling back to before the update has helped some people.

Windows 10 is my operating system. Actually it just installed ANOTHER update today. Windows gets glitchy all the time. Found a suggestion to make some adjustments to the regedit and it worked perfectly. Was able to launch PSE 14 right away! Thank you for your response. This is the link to the thread that explains the steps to change the regedit. It was posted by ssprengel on 5/22/2018 and he gave VERY HELPFUL visual instructions.

Yes this is what is happening to me. I’m on a Mac though all the solutions I’ve found seem to be for windows

Please try this:
1) Click Apple icon >> System Preferences
2) Security and privacy >> Click on the lock to unlock it then enter the administrator password
3) Hit the + icon and then add the Photoshop Elements 2019 editor (If you don't see the Photoshop Elements 2019 editor already listed, then click on the Application tab on the left>>select Adobe Photoshop Elements 2019 folder and open it>>Open Support files folder>>select Adobe Photoshop Elements 2019 editor).
4) Click on the lock again to lock it.
5) Try the Photoshop Elements editor now.
If the above steps do not fix the problem, then please uninstall and reinstall Photoshop Elements 2019 which should fix the problem.
