Photoshop Elements 2018: Fotoeditor not working

former discussion on Visual C++ Redistributable 2017, changed title!

solution of the former discussion: I uninstalled the currently installed Version of the C++ 2017 package and then installed the package which was included in the folder coming with Adobe Photoshop Elements 2018. Installation worked fine. Then I uninstalled PSE 2018 and installed it again. This time no error message about files that could not be installed, installation finished successfully.

But: When starting the software now, Organizer was again OK, but Fotoeditor crashed again; the Editor window opened but no reaction, then Windows message: Photo Shop Editor no longer running, close the application, then the following error details could be displayed:
