Impossible d'ouvrir Photoshop elements 2018 organiser, même après avoir redémarré l'ordinateur.

Are you getting any error messages about the catalog?

Try pressing the Shift key while launching the Organizer.  This will open the catalog manager.  Create a new catalog and see if you can open it.

Thank you for your response.
The file get open in Organizer but after some seconds the application
closes without showing the catalog. No explanation mentioned.
I have try to open organizer with the shift lock as you suggested but
without result;
