I have numerous times before used Photoshop Elements to refine photos that I have previously taken. I use it to crop or refine a photo. To the best of my knowledge, all my photo files are JPEG -- at least that is the default format for my picture taking. Today, I came upon a brick wall. I cannot open any files. Could it be that some setting was accidentally changed? This happens when I try to open a file. I click "open" on the menu. The directory of files in the folder appears on screen. I select the file. When I click the selection, it refuses to highlight. In other words, it won't recognize what I have selected.

Could you please let us know, if you are facing this issue with some specific file or it is across the files in the folder.
In order to better understand the issue, we need to know the file format.
Also coould you give a try opening the file through Elements Organizer. Below is the step you need to follow:
Click on Import-> From Files and Folders... then select the folder containing all your files and Click on Get Media.
This should import all the files in the specific folder. If you are not able to locate the specfic file in Elements Organizer then the issue might be related to unsupported file format.
Now you select the specfic and click on Editor->Photo Editor. This will launch Photoshop Elements with selected image ready to edit.
