Photoshop Elements 2019です。新しいパソコンを買い、古いパソコンでサインアウトし、新しいパソコンにダウンロードしたら、「このコードは別の Adobe ID で既に引き換え済みです。」とでます。どうしてでしょう

We're sorry about the trouble. It seems you are using the redemption code to try and license the application.

When you purchase Photoshop Elements from a third party, you are provided an alpha numeric code which is the redemption code. The code can be redeemed to generate a serial number that is then used to license the application. The redemption code can be used only once to generate a serial number, but the serial number can be used to license the application on another machine. If you have registered the serial number with your account, you can find it using the steps mentioned in the article: https://helpx.adobe.com/download-install/kb/find-serial-number.html
