Photoshop elements 2019 update system or browser

Hi.  I have had photoshop elements on my PC for over 2 years.  It has not let me use the photo editor for the past 3 days.  It first says i need to sign in.  When i click on that, it says I need to update my system or browser.  I have windows 11 and the latest Chrome browswer.  Nothing i have tried, including the troubleshooting on the adobe site, will work. Please help, its driving me mad

Hi: I have been having a problem with Elements also. Previously I used
Elements to catalog my photos and the photos were available in 'Pictures'.
Now they are not available unless I move them. So, I am not able to assist
you with your problem because I am not familiar with it as I use another
program to edit my photos.

Download and install adobe creatice cloud for desktop, then forget about it.   

https://creativecloud.adobe.com/apps/download/creative-cloud

Once you download and install adobe CC you then will be good to go with PSE.   

Trust me, it will fix your issue.
