Photoshop Elements 2019 will not install

Hello, I am trying to re-install Photoshop Elements and Premiere Elements 2019 (which I paid for after upgrading from 2018) onto a different drive on my computer. It's the same Windows computer that I had Elements on before. There is no difference in it whatsoever. When I click to launch the install I keep getting an error message saying that my browser or operating system is no longer supported and that I might have to install the latest updates to my operating system. My OS is up to date. I even changed my default browser to MS Edge (which I detest) in order to make this happen. I continue to get the same message. I'm beyond frustrated that I can't continue to use a product that I paid for. I don't use it very much and it has done just fine for me. I certainly don't need to pay for the new version when this one is good enough and was working fine before. Please help! Thank you!

download the creative cloud app and install it, the forget aboutthe app.
 do that, the you can install it just fine.

No you can't. Just tried it.  Same response as before re browser upgrade.
