Photoshop Elements 2019 won't work on new Mac

I downloaded Photoshop Elements 2019 from a file provided from customer support yesterday, since there isn't a cd-rom on this macbook.  However, I was never asked for my serial number and when I click to open anything (on the page that looks like an ad, there are no menu options available) it says it's creating a workspace but then it goes away.  I have uninstalled and reinstalled and nothing changes.  I have no ideal of how to enter my serial number at this point.

A new Mac will no doubt have Catalina. The PSE2019 installer is not compatible. Your best option is to purchase the PSE2020 upgrade.
