Photoshop Elements 2020 having all kinds of failures

I still have my CD for Photoshop 2! I'm a very longtime user. My current machine is a Dell XPS 8945, purchased 6 months ago. I installed Photoshop Elements 2020, and it tells me the version is 18.0.

I'm having all kinds of problems. Initially, it was refusing to open files. I learned that if I clicked on the lasso tool, it would allow me to open a file. But now the crop tool won't allow adjustments. When I try to save the edited file, it says that it saves it, but it's not there. Only the original, unedited file is there.
