Photoshop Elements 2021 Organiser not working correctly

Organirser appears lo load correctly, but none of the top row of menu items work  I have installed and uninstalled the complete application, with reboots, at least 3 times now, but this has made no difference. The Editor seems to work as it should. I have had the trial version of   Photoshop Elements 2020 installed and the Organiser in this version works as it should. I am running Windows 10 version 20H2 patched fully up to date.

You probably have your Taskbar set to automatically hide in desktop mode.

 

Try turning it off in Settings > Personalization > Taskbar Settings.

Sorry, but I do not see what this has got to do with the Task Bar. I am talking about the menu items along the top edge og the Organiser window, starting with 'File' on the left.
