Photoshop Elements 2021 ownership transfer

I am a registered owner of Photoshop Elements 2021 (serial number on my Adobe account) and I would like to transfer ownership to someone else. On my computer, I have already logged out of Photoshop Elements and have uninstalled the software. At this link (https://helpx.adobe.com/x-productkb/policy-pricing/transfer-product-license.html) is a process to transfer ownership but it does not say how to start a support case to do this. Suggestions? I tired the automated Adobe assistant and it was no help.

Please go to Adobe Customer Service (Make sure to sign in to your Adobe account first and allow popups and cookies on your browser. You may not be able to see the chat window if using a VPN.):
https://helpx.adobe.com/contact.html?rghtup=autoOpen will automatically open the chat window.
Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

The AI assistant is very limited so it did not understand what I was trying to do, even after asking for Agent several times. I had to change my question to something totally different to get to an agent, who helped me out quickly. Thanks again.
