Photoshop Elements 2022 - can't save as jpeg

New computer, Windows 11.  I cannot save as jpeg, the option is not there.  I could do it on my old computer.  I do collages, then merge visible layers, then save as jpg.  Worked on the old computer and it was Photoshop Elements 2022, but can't do it on Windows 11.  

 

Also tried as some suggest, File, Preferences, File Handling, enable legacy save as - I don't have those options.

 

What is the workaround please?

I am still on Win 10 but I very much doubt that it's a Windows issue.

To 'save as' to jpeg, don't 'merge visible layers', use 'flatten'. Does it work?

Another way, try to 'Export as new' file with jpg in the organizer.

You must have a setting in your current file which would lose some info when converting to jpegs.

This workaround is only for the full Photoshop.
