Photoshop Elements 2022 Crop Tool not remembering last used setting

After months of use, my crop tool suddenly began defaulting to "Use Photo Ratio" instead of remembering my last used crop setting. I've struggled with this problem since Elements 16, and I've always "fixed" it by clicking on "Reset Tool". However, that doesn't seem to be working now. Does anyone have anything else I can try?

Try resetting preferences to default.

Go to Edit menu>Preferences>General and click on reset on next launch. That may do it.

I've done that. It fixed the problem for an hour or two and then it was back to "Use Photo Ratio." Besides, having to reset all of your preferences isn't a fix--it's a royal pain.
