Photoshop Elements 2022, Cross hairs do not follow the mouse closely.

Equipment： PC desktop / Windows 10 Home.
Memory: 8 GB, Free space: 200 GB+
Installation： clean installation，without any plug-ins (C:\Program Files\Adobe\Photoshop Elements 2022\Plug-Ins only has an ini and in ico).
Reproducablility: easy.

When use the mouse to move a selected rectangle (Move Tool), the cross hairs jerk the rectangle. The cross hairs do not respond the mouses moving closely until it jump several pixels. To smooze the movement of the cross hairs, the screen has to be zoomed in until the size of the pixel is four or five times as the thickness of the crass hairs.

Go to Edit>Preferences>General>Display & Cursors.

There are several options in this dialog.The only ones that are checked on my display are Normal Brush Tip & Other cursors: Standard.

Further to above, do you use a wireless mouse or is yours plugged into the computer? What happens when you try to advance the rectangular object with the arrow keys on the keyboard?

There is no change when swop between wireless and wired mice. The cursor follows the mouse smoothly in Windows Paint running simultaneously.

The arrow keys move the cross hairs perfectly.
