I am having the same issues with trying to login and asking for my serial number and then loops back to login.
It asks to login, I login (even though I'm already logged in online).
It then asks to activate and input my serial number even though I already activated it.
After taking my serial number(copied from my online account page) it takes me right back to login to start the loop.
I am unable to use Photoshop elements 2022 at all because of this.
I have verified that creative cloud is installed and updated. I even removed photoshop and downloaded it again from my online accounts page.
