Photoshop Elements 2022 no menu response for 7 minutes after starting (windows 11)

I had a strange problem, I would start Photoshop Elements 2022, running on Windows 11, and the application would start but would not respond to any mouse clicks.  This included the menus and shortcuts.  After about seven minutes of waiting, it would start working with no problems.

I tried a clean install, but the problem remained.  I was about to rebuild my computer when I noticed the non-responding program was waiting on the spooler service.  So I changed my default printer to the Microsoft PDF printer, it was set to a network printer which is off at the time, and it now works with no delay.

I think this is a bug in PS Elements.
