Photoshop Elements 2023 reload error 183

I recently replaced a Microsoft Surface laptop with the same.  

 

I'm attempting to reload Photoshop Elements 2023 (purchased in 2022) to the new computer.  To reload, I got to my app's and it states shows "install" as the status.  I click that link which sends me to my account and I use click "download" icon, then go to my dowload files and activate the executable file.  Unfortunately, each time, I get an error (183) after it gets to about 90% and it won't complete.

 

1. Does anyone have any suggestions to solve the issue.  Note that when I review ethe 183 error on Adobe's site, my software and issue do not come up.

 

2. Does anyone know how to comunicate with a qualified human at Adobe with out being extorted for $29 to have a conversation about an install issue for a purchased Adobe product?  AI is not helpful.

Adobe Error 183 is a general installation failure, often caused by permission issues, antivirus software, corrupted temporary files, or missing system components. To fix it, try temporarily disabling your antivirus, clearing your temporary folders, ensuring your user account has the necessary permissions, and checking for and installing missing system components like Microsoft Visual C++ Redistributables on Windows or Rosetta 2 on Mac. 
 
Common Causes
    • Permission Issues: 
      Your user account may not have the necessary access rights to create files or folders during the installation process. 
       
  • Antivirus Software: 
    An aggressive or out-of-date antivirus or security program can block installation files from being created or accessed. 
     
  • Corrupted Temporary Files: 
    A previous installation or other programs might leave behind old temporary files that prevent new files from being created. 
     
  • Missing System Components: 
    On Windows, missing or corrupt Microsoft Visual C++ Redistributable packages can lead to this error. On macOS with Apple Silicon, Rosetta 2 might not be installed. 
     
  • Aggressive Firewall Restrictions:
