Photoshop Elements 2024 layers menu options grayed out layers not working works fine in PSE 2023

RAW files opened from RAW converrter need to have mode set to 8 bit per channel to edit with layers, did not have to do this with previous versions of PSE.

On the camera raw converter screen at the bottom you can set 8 Bits/Channel
