I have a new laptop running Windows 11. I decided it was time to upgrade to a new version of Photoshop Elements and just purchased. I can't finish the installation because of Error code 16. I have done an uninstall and reinstall, also tried re-booting, and get the same error. Any ideas?
Thanks again for your assistance. I ended up chatting with support and found out that my new laptop runs on Snapdragon processor (that Best Buy just sold me as being fabulous!) but Photoshop Elements is only compatible with Intel processors so I'm out of luck.

If those don't work, please go to Adobe Customer Service (Make sure to sign in to your Adobe account first and allow popups and cookies in your browser. You may not be able to see the chat window if using a VPN.):

Type "Agent" in the chat box to bypass the chatbot and be connected to a person.

Thanks for your response! I went through the steps in the link and the same error message appears. This was a download version of PS Elements and not a subscription. Is this still considered a Creative Cloud App?
My other problem is that going through the chatbot, it says: To continue with agent assistance, please sign in with an active plan. I found no record of an active plan linked to xxx (email address). I don't have a subscription but that is the account where I made the software purchase. I'm feeling so stuck.

This was a download version of PS Elements and not a subscription. Is this still considered a Creative Cloud App?

It's not a CC app, but it still applies.

Sign in to your Adobe account and then access the chat.
You should receive support for PSE 2024.
If you can't get chat, use the X option.
