Photoshop Elements 2025 - unable to open files, "program error"

I used to be able to right click and open images in Photoshop Elements 2025. Now when I try, it fails to open the image, "Could not complete your request becuase of a program error".

Tried reinstalling Photoshop Elements 2025, tried going into preferences and turning off using GPU, etc. Nothing helps.

Tried Adobe's support bot. Didbn't have anything useful, and said no chat agents were currently available. Didn't say when any chat agents *would* be available.

What operating system are you using?

Did you try a reset of the Photoshop Elements Editor 2025 preferences by going to Edit>Preferences>General (Windows) or Adobe Photoshop Elements 2025 Editor>Settings>General (Mac), clicking Reset Preferences on next launch, then restarting the Photoshop Elements Editor?
